KMVSS Draft on Lighting Systems

KATRI (Korea Automobile Testing and Research Institute) has presented KMVSS revision drafts concerning lighting systems. The purpose of the revision is to align the requirements for conformity of production for mass-produced vehicles with the relevant UN regulations. This implies that the luminous intensity requirements for the majority of lighting systems in mass-produced vehicles may have a tolerance of ±20 percent or less. However, it’s important to note that the drafts do specify the minimum luminous intensity for certain lighting systems such as stop lamps and direction indicator lamps.

KMVSS Draft on Stop Lamps

KATRI (Korea Automobile Testing and Research Institute) has presented drafts of the KMVSS and KMVSS TP for vehicles equipped with automatically commanded braking and regenerative braking. The objective is to harmonize the requirements with UNR 13H Revision 4 Amendment 4. Additionally, a draft has also been presented for Autonomous Emergency Braking (AEB) systems in bus/truck/special purpose vehicles concerning the deceleration threshold in the warning phase. Major provisions of the drafts include the followings:

  • Stop lamps: Revise the deceleration thresholds for generating the stop lamp in the case of regenerative braking and/or automatically commanded braking
  • AEB for bus/truck/special purpose vehicle: Remove the deceleration threshold in the collision warning phase of AEB

KMVSS Draft on ACSF

KATRI (Korea Automobile Testing and Research Institute) has presented a draft of KMVSS (Korean Motor Vehicle Safety Standards) specifically focusing on the Automatically Commanded Steering Function (ACSF). The objective is to clarify the requirements and align them with UNR 79 Revision 4 amendments. Major provisions include the following:

  • ACSF of Category A: Add operating conditions for Remote Controlled Parking (RCP)
  • ACSF of Category B1: Increase the permissible range for maximum lateral acceleration control
  • ACSF of Category C: Add conditions for lane change initiation
  • Corrective Steering Function (CSF): Revise the warning signal requirements for CSF
  • Emergency Steering Function (ESF): Add a special provision for lateral offset exceeding the limit
  • Remote Control Manoeuvring (RCM): Permit the installation of RCM systems
  • Risk Mitigation Function (RMF): Permit the installation of RMF systems

Bill Proposal on AV Act

The Korean government has prepared safety standards and legal frameworks for early commercialization of Level 3 autonomous vehicles (AV). Vehicle manufacturers are ready to sell Level 3 AVs. However, delays in international standards for Level 4 pose challenges to the government’s timeline for early commercialization. Current regulations limit temporary permits to five years and restrict operation to original manufacturers, hindering commercial service development. To address this, a group of lawmakers have presented a bill concerning a performance certification system for Level 4 AV, facilitating safe operation and sales to accelerate AV commercialization and ecosystem expansion. The proposed bill seeks to:

  • Establish a performance certification system for Level 4 AVs to ensure safety
  • Allow free operation and sales of Level 4 AVs among companies
  • Accelerate the commercialization and widespread adoption of AVs

Trends on ICE Emission Standards: LEV 4 & Euro 7

In order to promote cleaner vehicles and improve air quality for the well-being of the public and the environment, there are global initiatives underway. Both the EU and California are taking significant measures to strengthen greenhouse gas standards for automobiles and enforce the mandatory sale of zero-emission vehicles. Their ultimate goal is to prohibit the sale of internal combustion engine vehicles beyond 2035. California is set to introduce even stricter emission standards (LEV 4) for new vehicles starting in 2026 through the CARB ACCII regulation. Similarly, the EU has proposed the Euro 7 standard for vehicles beginning in 2025. Presently, in Korea, gasoline vehicle emission standards align with the US LEV 3 standards and diesel vehicle emission standards with the Euro 6 standards. However, Korea is also considering the need to embrace the recent trend of heightened standards, LEV 4 and Euro 7, in line with global developments.
