The Korean government has prepared safety standards and legal frameworks for early commercialization of Level 3 autonomous vehicles (AV). Vehicle manufacturers are ready to sell Level 3 AVs. However, delays in international standards for Level 4 pose challenges to the government’s timeline for early commercialization. Current regulations limit temporary permits to five years and restrict operation to original manufacturers, hindering commercial service development. To address this, a group of lawmakers have presented a bill concerning a performance certification system for Level 4 AV, facilitating safe operation and sales to accelerate AV commercialization and ecosystem expansion. The proposed bill seeks to:

  • Establish a performance certification system for Level 4 AVs to ensure safety
  • Allow free operation and sales of Level 4 AVs among companies
  • Accelerate the commercialization and widespread adoption of AVs
